I need step by step instructions for executing location-based cycle counting. I do not want/need to do ABC Analysis, the item value or classification doesn't matter for this.

If you dont want to use ABC

If you dont want to use ABC analysis then just define one class A.

1. Navigate to cycle count.
Define a new cycle count
Enter the adjustment account
Enter the subinventory
Save the cycle count

2.Enable the auto schdule in serial & schdule tab

3. In adjustments tab , click on classes and manually enter all the items.
Now if u dont want to manually enter the items then do an ABC analysis and put all the items in class A.

4. Navigate to tools -> perform full cycle count.

5. Print the cycle count listing report. Go to the sub-inventory /locator and count the items. Enter the quantities in the cycle count sheet

6. Enter the cycle count entries in oracle

7. Approve the adjustments if required
